I think you forgot to disable "allow overlay ads" for interlevel ads in CPM Star ads panel and as a result sometimes you get a full screen ad that covers everything.

I don't think it's done on purpose, that would just be a terrible idea. Ad should be a rectangle somewhere on a side so it does not cover game elements.
